The Venezuelan photographer, Carlos Debiais, has been detained since November 12, 2021, for flying a drone near the Amuay refinery, in Falcón state. He is detained in Rodeo II, despite having a release ticket since April 2022.

Carlos lived in Colombia with his wife and son. He studied photography there. He returned home, in Punto Fijo, Falcón state, to renew his passport, after working with his father in the Bahamas. Both are fusel oil employees.

While in Venezuela, he took the opportunity to expand his photographic portfolio. On November 12, 2021, he went to Amuay Bay to fly the drone and take some photos of the sunset.

Officials of the Bolivarian National Guard detained Carlos, alerted by two employees of the Amuay Refinery, who made the complaint when they saw the drone. But the troops did not find anything irregular. However, DGCIM officials accused Carlos of committing a “terrorist act”.

Prosecution convinced Debáis and his family to plead guilty and he was given provisional freedom. Even with the order of excarcelación of the court Debáis has not been set free.

The photographer has inflammation in the face and slags in the scalp due his state of depression. His family assure that he does not receive medical attention.
