The third sergeant major of the National Guard (GNB) Luis Bandres was arrested on January 21, 2019 in the Mounted Squadron Command, in Caracas, Venezuela. He was arrested after leading a group of soldiers who rebelled against the regime of Nicolas Maduro, when trying to assault a National Guard commando located in Cotiza, Caracas.

He and his companions were taken to the headquarters of the General Directorate of Military Counterintelligence (DGCIM), where according to international reports, it was found that he was heavily tortured in the facilities of the DGCIM Boleíta.

Sergeant Bandres was charged in court with the alleged crimes of treason, incitement to rebellion, riot, disobedience, theft of effects belonging to the National Armed Forces and outrage on the Armed Forces. In March 2020, as leader of the movement, he was sentenced to 15 years and 9 months in prison and transferred to the common prison of La Pica. While the other soldiers received 7 years and 9 months in prison.

In 2022 Bandres declared a hunger strike and requested the visit of international organizations present in the country, so that they could verify the situation of the military political prisoners who are in the Penitentiary Center of the East, also known as La Pica, in the state of Monagas.
