Polo Díaz was a second corporal for the militia that participated in the military operation “David”.

From the moment of his arrest he was forced to take off his clothes and put on military clothes, he was subjected to different tortures at the headquarters of the DGCIM in Caracas, among the tortures there were blows on different parts of the body, electrical shocks and kicks to the testicles, ripping of his fingernails and toenails, he also received several stabs in his hands. He was presented outside of the procedural lapses, in violation of his right to due process.

Since his arrest he has never received medical attention despite of the fact that the current judge, Luis Francisco Ovalles Landaeta, third judge of the ordinary courts of Valencia, approved and ordered Polo’s transfer to a health care center.

He suffers from constant headaches, continuous inflammation of the testicles caused by the bilateral varicocele which was formed by the blows and the electric shocks provided by the DGCIM.

On Monday, January 24, 2022, he was transferred without any court order to the YARE 3 prison after this, on Friday, February 25, he was transferred to Rodeo III, where he is currently, also without any court order. All of these transfers were made without the knowledge or authorization of the judge of the case.

Observations

Fernando Rodríguez Doval is a Mexican political scientist, politician and professor. Currently he works as a political scientist and as the political Vice-president of the ODCA.

He began participating in the National Action Party in early 1997. In 2009 he was elected majority deputy to the Legislative Assembly of the Federal District in the 20th district of Mexico City.

In 2012 he was a plurinominal federal deputy for the fourth constituency. In the Chamber of Deputies he was President of the Bicameral Commission of Libraries and Editorial Affairs and Secretary of the Commission of Constitutional Points, of the Federal District, as well as a member of the Government. He was the negotiator on the part of the PAN of the educational reform,6 the political and electoral and the one that gave rise to the National Anti-Corruption System.

Between 2015 and 2018, he served as Secretary of Communication and Spokesperson of the National Executive Committee of the PAN, as well as Director General of the Rafael Preciado Hernández Foundation. On September 6, 2018, he was appointed Secretary General of the National Executive Committee of the PAN.

He is a founding member of the Mexican Network for a Quality Democracy, a non-governmental organization dedicated to the promotion of legislative studies and accountability.

He was co-author and compiler, along with Alonso Lujambio, of the book 1939. Founding Documents of the PAN. He is the author of the book The PAN and his political identity.
