Juan Carlos Marrufo is a retired army official of Venezuelan and Italian nationality that was arrested alongside his wife María Auxiliadora Delgado, a Spanish national, on March 20, 2019 and related to the drone attack against Nicolás Maduro and the assault on Fort Paramacay.
Marrufo Capozzi suffers from severe hypertension, like his wife, and a thyroid nodule.
The Working Group on Arbitrary Detention considered in January of this year that the couple were victims of this crime, and they asked the Government for their immediate release and reparation. They assured that the imprisonment of the couple is due “to a systematic practice of depriving people of their liberty without respecting the rights enshrined in international law.”
