Navy Ship captain Luis Humberto De la Sotta Quiroga is a Peruvian-Venezuelan that was second in command of Bricomar of the Turiamo Naval Station (Aragua state) and belongs to the General Urdaneta class of 1995. He was arrested in May 2018 and is part of a group of more than 80 Venezuelan soldiers who were deprived of liberty without an arrest warrant and for alleged conspiracy against the Venezuelan government.
He has been detained since May 18, 2018, in Caracas, for his alleged participation in a conspiracy against the government of Nicolás Maduro.
The captain was subjected to physical and psychological torture by officials of the General Division of Military Intelligence (DGCIM). Currently, De La Sotta would be detained in a basement without light or natural air at the agency’s headquarters located in Boleíta, a sector of the Venezuelan capital, along with other people.

Luis Javier Gonzales is a Peruvian lawyer and politician. He is a well-known leader of the Peruvian Aprista Party. He was Minister of Justice (1985-1986), Ambassador Permanent Representative of Peru in the Organization of American States (1987) and Minister of Foreign Affairs (1988-1989) during the first government of President Alan García.1
As a congressman he represented the Department of Ica in the periods 2001-2006 and 2006-2011. He chaired the Foreign Relations, National Defense, Internal Order, Fight against Drugs and Civil Defense Commissions. He was President of the Congress of the Republic of Peru from July 27, 2007 to July 27, 2008.
